This depiction of the BLESSED VIRGIN MARY is often referred to as the Twelve Star Devotion. 

The symbol traces its origins back the the book of Revelations - "Clothed with the sun, with the moon under her feet & on her head a crown of 12 stars. " Twelve is the number of perfection and each star represents one of the VIRGIN MARYS twelve perfections. They also astrologically represent the twelve signs of the zodiac.
